What changed on 1 October?
Meta already moved from conversation-based pricing to per-delivered-message pricing in 2025. The October 2026 change matters because service replies inside the 24-hour customer-service window are no longer automatically free after the monthly allowance. Each business phone number gets 1,000 free delivered service messages per month, then additional service messages are charged.
The 24-hour window still controls what you are allowed to send. Outside that window, businesses normally need an approved template. The window is now a messaging-rule concept, not a blanket promise that replies are free.

- Do not turn a utility template into marketing by adding unnecessary promotional wording.
